U.S. Secretary of State Thaddeus Ross presents the Avengers with the Sokovia Accords, a United Nations legal framework that would establish an oversight committee to govern and deploy enhanced individuals. The Accords divide the Avengers:
• Team Iron Man: Tony Stark, burdened by guilt over Ultron's creation and the destruction in Sokovia, firmly believes the Avengers need governmental oversight. He is joined by War Machine, Vision, Black Widow, and two new recruits: T'Challa (Black Panther), prince of Wakanda, and a young Peter Parker (Spider-Man). • Team Captain America: Steve Rogers, wary of government control after Hydra's infiltration of S.H.I.E.L.D., believes that imposing limits on their freedom would make them less effective and susceptible to political agendas. He finds allies in Falcon, Hawkeye, Scarlet Witch, and later, Ant-Man.
The situation escalates dramatically when a bomb explosion at the UN conference in Vienna, intended to ratify the Accords, kills King T'Chaka of Wakanda. All evidence points to James "Bucky" Barnes, the Winter Soldier. Driven by revenge for his father's death, T'Challa vows to kill Bucky. Steve, convinced of Bucky's innocence and determined to protect his friend, goes rogue to find him before authorities or T'Challa can.
Steve tracks Bucky to Bucharest, where he tries to bring him in peacefully, leading to a brutal chase involving Captain America, Bucky, Falcon, and Black Panther. All are eventually apprehended. During Bucky's interrogation, a mysterious psychiatrist activates Bucky's Winter Soldier programming using specific trigger words. Bucky goes on a rampage, escaping the facility. Steve, with Falcon's help, subdues Bucky and learns that the "psychiatrist" is Helmut Zemo, a Sokovian colonel whose family died in Ultron's attack. Zemo's true goal is not Bucky, but to exploit the Avengers' divisions to destroy them from within. Bucky reveals that Zemo is seeking information about a Hydra facility in Siberia that housed other Winter Soldiers.
Tony Stark, realizing Bucky might have been framed, tracks Steve and Bucky to a German airport, where the two factions of the Avengers engage in a massive, iconic battle. Team Iron Man tries to capture Steve's team, while Team Captain America tries to buy time for Steve and Bucky to escape to Siberia. During the chaotic fight, War Machine is accidentally shot down by Vision and paralyzed, further deepening the rift. Natasha Romanoff betrays Tony to allow Steve and Bucky to escape, after which she goes underground.
Steve and Bucky reach the Siberian Hydra facility, where they are joined by Tony, who has formed a truce after realizing Zemo's true intentions. They discover that Zemo has already killed the other Winter Soldiers, and his real plan was to lure them there. Zemo then shows Tony a hidden video from Hydra's archives: it reveals that Bucky, brainwashed as the Winter Soldier in 1991, was responsible for the assassination of Tony's parents, Howard and Maria Stark.
Enraged by this revelation and Steve's decision to conceal it, Tony unleashes his full fury on Bucky, trying to kill him. Steve fiercely defends Bucky, leading to a brutal, emotional final confrontation between Captain America and Iron Man. Steve ultimately disables Tony's Iron Man suit, but then drops his shield, symbolic of his rejection of the Avengers' fractured identity, and leaves with Bucky.
Zemo, satisfied that he has succeeded in tearing the Avengers apart, attempts suicide but is apprehended by T'Challa, who, witnessing the destructive cycle of vengeance, chooses justice over revenge.
In the aftermath, Tony provides Rhodey with exoskeletal leg braces to help him walk again. Steve sends Tony a letter, apologizing and reassuring him that he'll always be there if needed. He then breaks his imprisoned allies out of the Raft, a high-security prison. Bucky, still struggling with his brainwashing, voluntarily returns to cryogenic sleep in Wakanda, protected by T'Challa, until a cure can be found. The Avengers are effectively disbanded and scattered, setting the stage for future conflicts with Earth left vulnerable.
